UNHCR at Seventy-Five: Achievements, Limitations, and the Path Ahead - Talk with Mr Kevin J.Allen, Head of the UNHCR Representation in Poland

In 2025, we celebrate the 80th anniversary of the founding of the United Nations, which was established on October 24, 1945. On this occasion, the Faculty of Political Science and International Studies at the University of Warsaw is organizing a series of special events dedicated to the role and significance of the UN in today’s world.


In the podcast series Concise and to the Point: On International Relations – Conversations with Practitioners, we talk about the United Nations with representatives of public administration, international institutions, and the academic community. Expert insights, presented in a clear and accessible way, allow listeners to better understand the inner workings of the Organization and its related structures.

The podcast asks questions on the role of UNHCR in protection of refugees today and the evolution of its mandate since the date of the agency creation in 1950. These are contextualized in times of growing skepticism about migration, its politicization and securitization. We also discuss the significance of the UNHCR in Poland considering the consequences of the Russian aggression against Ukraine and the situation at the Polish-Belarusian  border.

At the same time, we work very closely with NGOs, with grassroots actors, who also do a lot of the work together with us.

Are there any situations where, despite clear humanitarian needs, UNHCR decides not to get involved, especially if this is a situation in which an armed conflict is ongoing and there are threats to physical well-being, health, lives of the people working for the agency?

The same for our partners, because we work with NGO partners who also can be in a very risky situation at times.

My have a different role than NGOs in the sense that we do have engagement with governments in a way that is somewhat unique.

We do that in complementary fashion with our NGO partners.

Now, you mentioned NGOs also in the security context and it is also true that sometimes NGO partners are putting themselves at even greater risk by delivering in high-risk security areas.

There are some things that an NGO partner may be able to say or do that perhaps I will not say or do because I need to maintain a certain relationship with a government stakeholder.

Polskie NGO-y, międzynarodowe NGO-y, więc pracujemy bardzo blisko razem, mimo że mamy różne mandaty i czasami różne rolnictwa.

W 2022 roku Polska na poziomie rządu, na poziomie miasta, na poziomie krajów, na poziomie społecznościowych, na poziomie kościoła, na poziomie NGO, na poziomie sektorów prywatnych, zależało na całym społeczeństwie odpowiedź, jak nic nie widziałem w mojej karierze w Unii Europejskiej.
